Regional Council – June 23, 2010

The Toronto Region Conservation Authority’s concerns regarding erosion and flooding downstream and that an updated watershed plan be completed prior to designating these lands for development in order to prevent potentially expensive infrastructure remediation projects in the existing downstream Ajax community, were ignored as the Region voted to include these lands in the urban boundary. The above mentioned amendment was defeated on a vote of 13 to 9.
Many other issues were also raised by the Conservation authority, such as the need for a comparison of agricultural lands viability, as these are some of the best agricultural lands in Ontario and the need for completion of Durham’s Master Water and Wastewater Servicing Study. The Town of Ajax had cited similar concerns regarding elevated flood risks and the need for a completed fiscal and infrastructure analysis, prior to any designation to permit the lands to be developed.
Disregarding the Provincial response to the Region’s draft O.P. 128 that requested that the lands in North East Pickering be removed, the Region also voted to give the authority to the Commissioner of Planning to appeal the Province’s decision at the Ontario Municipal Board if it was not in keeping with the Region’s vision for future development.
All Ajax Councillors voted to remove the lands in North East Pickering from the
proposed urban area.
The T.R.C.A. at their meeting on June 25th, referred a motion to staff to support the Provincial decision and provide an updated report and recommendations. Staff were directed to provide this report and recommendations at the Authority meeting of July, 23, 2010.
Associate Medical Officer of Health
The Region endorsed a motion to appoint Dr. Vimal Scott Kapoor, as Associate Medical Officer of Health, subject to his acceptance of the Offer. This position has been vacant since May 2006, when Dr. Donna Reynolds resigned from the position. Dr. Kapoor earned his BSc degree at McGill University, his MSc degree and DLSHTM diploma at the London School of Hygiene and Tropical Medicine and his MD degree at Dalhousie University. He received his post graduate medical education at McMaster University, the University of Western Ontario and the University of Toronto. He is a Certificant of the College of Family Physicians of Canada and Fellow of the Royal College of Physicians and Surgeons of Canada.
