Motions to receive for information the following; the Durham, York, Covanta agreement, the Co-owners agreement ( including the sale to York of 50% interest in the facility lands), the draft architectural drawings, communication outreach for the Certificate of Approval, architectural design concepts and draft terms of reference for the stakeholder committee agreed to in the HOST community agreement were tabled until Council has received an education session.
Works Committee – Feb. 23, 2011
Range Road, Ontoro Blvd.
A report was received by Works Committee regarding the correspondence and petition from Tina Mason requesting water and sewer services to the Range Road, Ontoro Blvd area. This area lies outside the urban area. The Region’s Official Plan does not allow an extension of services outside of the urban area unless there is an identified health issue that cannot be mitigated. The area is within the Protected Countryside under the Province’s Greenbelt Plan which also prohibits extension of services unless there is a health issue. When a petition was received in 2005, the Region’s Health Department investigated the private wells in this area and reported that results did not indicate that the water supply was a health risk. Records indicate that the water had levels in some parameters that are considered aesthetic issues but not health related. In the last two years very few samples were submitted by private well owners from Ontoro Blvd. and Range Road. There has been nothing submitted to date that would indicate that a bacteriological health issue now exists in the groundwater; therefore Regional staff believe that issues continue to be associated with the individual private wells for the properties and aesthetic properties of the water. A copy of this report will be forwarded to Ajax, the Chair of CTC Source Protection Region and Ms. Mason.
Works General Tax Business Plans and 2011 Budget
The Committee approved the general tax budget of $33.995 million, which represents a .95% increase over the 2010 budget, to be forwarded to the Finance Committee for consideration during budget deliberations. In the 2011 Road Program budget, $200,000.00 is allocated for the Environmental Assessment for LakeRidge Road (Bayly to Kingston Road) and $100,000.00 for the design of Westney Road (North of Delaney/Magill Drive to Taunton).
