WHEREAS the Town of Ajax on numerous occasions has opposed the principle of urban development in the Northeast Pickering Area on the basis that a Watershed Study for Carruthers Creek, an Agricultural Impact Assessment and a completed Fiscal and Infrastructure Analysis to support the development has not been completed;
AND WHEREAS the Toronto and Region Conservation Authority has identified elevated levels of flood risk on downstream locations from potential new urban development of the Carruthers Headwaters;
AND WHEREAS, in response to recently identified levels of increased flood risk at the mouth of Carruthers Creek, the Town of Ajax has authorized an Environmental Assessment of the Carruthers Creek Study watershed with specific emphasis on flood remediation solutions for the Pickering Beach Neighbourhood;
AND WHEREAS John Gray, Oshawa Mayor and Chair of Regional Planning Committee made the following statement in the June 9, 2010 Novae Res Urbis: “Obviously, there’s going to be stormwater management within Northeast Pickering but one would also assume that Ajax is going to have to assume the mantle of responsibility as well”;
NOW THEREFORE BE IT RESOLVED the Town of Ajax should not be held responsible for implementing flood remediation solutions resulting from any urban development in Northeast Pickering and hereby requests a formal retraction and apology for the irresponsible comments made by Mayor Gray; and
That this motion be sent to the Region of Durham Council for endorsement.
