Regional Council approved recommendations that the Region
recover $90,456.00 from the 17 property owners connected to the
Sun Valley Heights Homebuilder's Co-operative Water Supply System.
These costs were incurred as a result of the direction by the
Ministry of the Environment to the Region to assume operational
responsibility for this private communal water system. Regional
staff will negotiate repayment schedules with individual
homeowners. The owners will be billed for operating costs until
such time as they have installed their own private individual
wells. Regional staff will assist the residents in obtaining
permission to decommission the existing private communal well and
will also support residents in attempting to obtain financial
relief from the Province. The escalating costs have been driven by
the significant costs for small water systems to comply with
Drinking Water System Regulations.
E.A. Process to Establish Residual Waste Facility
An information report was provided on the first steps of Durham
Region's full Ontario Environmental Assessment process to
establish a residual waste facility. After receiving input from
all eight municipalities public information sessions have been
scheduled. Public attendees are encouraged to register allowing
future information distribution. The date scheduled for Ajax is
Tues. Nov. 23 from 7:00 to 9:00 p.m. at the McLean Community

Amendment to Long Term Care & Services for Seniors
Service Agreements Authorization was provided to amend
the service agreements with the Ministry of Health and Long Term
Care indicating acceptance of the conditions attached to the new
base funding for long term care homes. This new base funding
amounts to $435,151 in 2004 and $1,740,604.00 in 2005 which will
allow increased staffing to provide support to residents.

SARS Quarantine Study
Dr. Donna Reynolds, Associate Medical Officer of Health and
Jason Garay Epidemiologist provided a presentation on the Durham
Region's Health Department study of the impact of the SARS
quarantine experience. Durham Region had the 3rd highest number of
SARS cases in Canada and 4,199 people were placed under
quarantine. A survey was conducted to gather information and learn
from the experience of the quarantine. Preliminary conclusions of
the study indicate that the rationale for the quarantine was not
always well understood by those placed under quarantine. Most
respondents felt supported by Health Department staff. It was
found that issues beyond the priority health mandate also required
attention such as grocery delivery, counselling help, income
support and the Region's Health Department supplying letters to
employers in a timely manner.
Smoke Free Bylaw
Tobacco enforcement officers have conducted over 3300
inspections/investigations to ensure compliance. The result
indicates over 95% of workplaces and public places are in
compliance. Over 50 warning letters have been issued while charges
have been filed on 2 establishments.
Enhanced activities will be implemented during October and
November to ensure compliance as the colder weather approaches and
many outdoor patios are not in operation.
It is expected that the Ministry of Health and Long Term Care
will announce amendments to the Tobacco Control Act later this
year.
