Official Plan Amendment - 114
THAT in light of the clear position the Ministry of Municipal
Affairs & Housing stated in the Minister’s letter to
the Regional Chair dated July 10th, 2006 and is
further reiterated in the letter to the Commissioner of
Planning by the Ministry of Municipal Affairs and Housing
and the Minister of Public Infrastructure Renewal dated
August 29th, 2006;
AND in light of Section 7 of the Greenbelt Act that requires
municipal and other decisions under the Planning Act to
conform to the policies of the Greenbelt Plan and Section 9
of the Greenbelt Act requires municipalities to amend their
official plans to conform to the Greenbelt Plan;
THEREFORE BE IT RESOLVED that the Council of the Regional
Municipality of Durham hereby rescind the Resolution of May
10th, 2006 with respect to changes to the
Greenbelt Plan.
Motion Defeated
AND FURTHER that Supplemental Attachment No. 1 being
Requested Changes to the Greenbelt Plan and the related map
- Supplemental Attachment No. 1 - Illustration Nos. 1 and 2
with respect to the said changes not be included in any form
whatsoever into proposed Amendment 114 to the Durham
Regional Official Plan.
Motion deferred to Planning Committee until January 2007
THAT in light of the fact that no planning studies have yet
been completed to justify the size or location of such
future growth areas and whether such areas are required for
growth;
THEREFORE BE IT RESOLVED that Option 3 referred to in
Planning Report 2006-P-61 of August 29th, 2006
not be adopted.
AND THAT Accordingly Text and Mapping with respect to future
growth areas in Schedule F be deleted from proposed Official
Plan Amendment 114.
AND FURTHER THAT Regional Council adopt the approach set out
as Option 1 as outlined in the Planning Commissioner’s
Report 2006-P-60.
Motion Defeated
After numerous delegations Regional Council
debated the passage of the Regional Official Plan Amendment 114,
which included supplemental attachments and maps showing the
approx. 5000 acres of
land to be removed from the Greenbelt and another 15,000 acres
currently outside urban boundaries to be slated for future
growth.
Regional Council did not rescind their
position of May 10th which requested the Province
remove lands, including lands in Ajax, from the Greenbelt.
The supplemental attachment requesting changes to the
Greenbelt and related map was deferred to Planning committee
until January 2007.
The Official Plan including the
supplemental attachment showing about 15000 acres slated for
future growth was approved by Regional Council.
In addition, the currently designated 407
link was removed from the Regional Plan and in conjunction with
the map of future growth areas raises areas of concern with
regards to the ongoing E.A. process.
Mayor Parish and Regional Councillor Jordan
were not on the prevailing side of these votes and did not
support the ROP amendment 114 with the supplemental attachments.
