Regional Transit 

Four municipalities, (Ajax, Pickering, Clarington and Scugog) supported the bylaw to transfer transit to the Region.   This does not meet the requirement of a triple majority that stipulates the requirement of consent by a majority of lower tier municipalities representing a majority of electors.  Legal advice provided by the Regional solicitor indicated  that as there is no sunset clause in the transit bylaw,  the bylaw could be implemented if any one of the municipalities changed their position.  Mayor John Gray, Oshawa moved a motion to defer receiving the information from the Regional Clerk that the bylaw did not receive a consenting majority, until three weeks time,

 Durham Tsunami Relief 

Durham Council suspended their no grants policy in order to approve the allocation to match lower tier municipal contributions to a maximum of $40,000.00 to the Tsunami Durham Relief Committee to be directed to the Red Cross Society.  A presentation by Gordon Dyck, President Rotary Club of Pickering and employee of the Red Cross updated Council on the generous outpouring from Durham residents to assist in the relief efforts.   

407 E.A. Terms of Reference 

Council was advised by the Chairperson that the terms of reference for the 407 Environmental Assessment had been approved. 

HKPR District Health Council


It was announced on January 17th, to members of the District Health Council that DHCs  would be disbanded effective March 31, 2005.  The planning function performed by District Health Councils, for over 30 years in the province, would be assumed by Local Health Integration Units.  LHINS are a provincial restructuring of health service delivery that will assume the functions of planning, system integration, service coordination and allocation of resources in their areas of responsibility.  Durham Region belongs to the Central East LHIN which is one of the geographically larger LHINS in the province.  Dr. Robert Kyle, Medical Officer of Health, Durham advised Council that he had been chosen to represent ALPHA (Association of Local Public Health Agencies), as a member of the LHIN Action Group that will act as a reference group providing advice to the Assistant Deputy Minister, regarding the  implementation of the LHINS. Dr. Kyle will take forward the message to the reference group, that Regional Council wishes to have representation on the LHIN Board.  Chair Anderson will also send a letter to relay  this message.  Currently Durham Region has two spots ( the writer was appointed to one) reserved for Regional Council representatives on the District Health Council. 

Durham Tsunami Relief Committee - Sat. Jan. 29th, Deer Creek Ajax

 The committee comprised of representatives from organizations, businesses and political bodies have worked expeditiously to plan an all day fundraising event for Saturday January 29th at Deer Creek in Ajax.  Free family events and entertainment are planned during the day.  Tickets for the evening event which will have a variety of live entertainment, silent auction, cultural cuisine and door prizes are available at the Ajax Town Hall, 65 Harwood at a cost of $50.00 per person.   

An on line auction of donated items is scheduled to  begin on January 20th.
