Control/Control of Infectious Diseases provided a presentation on the
Durham Region Health Department Pandemic Influenza Plan The plan
includes estimated attack rates, hospitalizations, deaths and
outpatient visits and outlines the actions to be carried out by the
Health Department as the lead in managing the response to a pandemic.
Information on the estimates of impact, surveillance, possible
response measures and infection
control measures can be found on the Region’s website.
In addition information on self/home isolation, home care of
the ill, hand hygiene and cough etiquette .is also provided on the
website.
The Committee received a report which provided
information as to the diversity of the population in Durham. In 2001 immigrants represented 19% of the population which
was a 16% increase over the previous 5 years.
In 2001, 12.3% of Durham Region’s population was a visible
minority. In
Ajax/Pickering visible minorities represented 25% of the population.
Between 70% and 80% of immigrants are visible minorities.
Immigrants account for 70% of labour market growth.
If current rates continue immigrants could account for
virtually all labour market growth by 2011.
The immigrant population has higher rates of unemployment or
underemployment compared to the total Canadian population.
The link between economic and social inclusion (working and
participating in the community) of immigrant populations and the
overall health, safety and vibrancy of a community has been long
established. The
Community Development Council has secured research funding to measure
the cultural competencies of Health and Social Services agencies in
Durham. The study will
seek to understand any cultural disconnects and whether newcomers are
accessing services in the Region and if not, why not.
This report should be completed early 2007.
The Committee requested that a presentation be provided when
the research is complete as well as an additional report which reviews
policies and practices in other Regions and organizations in order to
provide inclusive services that meet
the needs of a diverse population.
Planning - Aug. 29, 30 - Official Plan
Review
Planning Committee approved an attachment to the
Official Plan which highlights priority areas for future urban area
boundary expansions in Durham Region.
These areas are currently captured in the Greeenbelt Plan and
include areas in Ajax, between Audley and Lakeridge Road.
In response to this action the following notice of motion will
be in front of Regional Council on Sept. 13th.

THAT
in light of the clear position the Ministry of Municipal Affairs &
Housing stated in the Minister’s letter to the Regional Chair dated
July 10th, 2006 and is further reiterated in the letter to
the Commissioner of Planning by the Ministry of Municipal Affairs and
Housing and the Minister of Public Infrastructure Renewal dated August
29th, 2006;
AND
in light of Section 7 of the Greenbelt Act that requires municipal and
other decisions under the Planning Act to conform to the policies of the
Greenbelt Plan and Section 9 of the Greenbelt Act requires
municipalities to amend their official plans to conform to the Greenbelt
Plan;
THEREFORE
BE IT RESOLVED that the Council of the Regional Municipality of Durham
hereby rescind the Resolution of May 10th, 2006 with respect
to changes to the Greenbelt Plan.
AND
FURTHER that Supplemental Attachment No. 1 being Requested Changes to
the Greenbelt Plan and the related map - Supplemental Attachment No. 1 -
Illustration Nos. 1 and 2 with respect to the said changes not be
included in any form whatsoever into proposed Amendment 114 to the
Durham Regional Official Plan.

THAT
in light of the fact that no planning studies have yet been completed to
justify the size or location of such future growth areas and whether
such areas are required for growth;
THEREFORE
BE IT RESOLVED that Option 3 referred to in Planning Report 2006-P-61 of
August 29th, 2006 not be adopted.
AND
THAT Accordingly Text and Mapping with respect to future growth areas in
Schedule F be deleted from proposed Official Plan Amendment 114.
AND
FURTHER THAT Regional Council adopt the approach set out as Option 1 as
outlined in the Planning Commissioner’s Report 2006-P-60.
